How can I make a serial device Ethernet-capable (TCP/IP-capable)?

You can do this with an ipEther232.PPP. Here you must configure PPP (under Linux: pppd; under Windows: Telecommunications connection).

P.S.: If only the serial device can be accessed, you may also use an ipEther232 (virtual Com port) instead.
Is it possible to hand over ipEther232.PPP the announcing information (username and password)?

No, password examinations such as PAP or Chap are momentarily yet not supported by ipEther232.PPP.
Can I connect two networks with your products?
