With a more recent Windows-Update, the current time zone is stored in the key UTC. Therefore this key can not be created.

Please open the registry editor (regedit) and check whether the key "UTC" already exists at the following location:
HKEY-LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones

If the key has been already created, change them (e.g. into UTC1). Then reboot the computer and open the configuration tool's property page.
